General Dynamics C4 Systems' Battle Management Systems Division designs, develops, and integrates highly sophisticated command, control, and communications systems for the U.S. military, federal agencies, civil governments and related international customers. These state-of-the-art, integrated systems combine advanced visualization software and multi-sensor inputs to provide near real-time situational awareness to tactical decision makers. Our engineers help transform large amounts of complex data into useful information that is clearly and intuitively presented to end users, enabling them to make better-informed decisions. We design and develop systems and software for a wide range of global missions including: battle command; intelligence, surveillance and reconnaissance; airspace management; crisis and emergency management; peace keeping and contingency operations; drug intervention, and public safety.
SCOPE OF POSITION: Participates in the systems engineering, integration, testing and project management of threat, communication, information, and modeling & simulation systems at the GDC4S Tempe, AZ facility. MISSION: Elevate range test training systems capabilities and ensure the ability to meet planned deliverables on current projects. Position the division for follow-on work with existing customers and support sales and EBIT goals. PERFORMANCE OBJECTIVES: To achieve the mission for this position, the Lead C2 Systems Engineer must produce the following critical actions and results: 1. Develop System Requirements: Work with customers and internal engineers to develop system requirements, including site survey. Serve as a lead systems engineer and military subject matter expert on both US and foreign C4ISR systems, their operational employment, and the technical and systems issues involved in interoperability and integration in Systems of Systems environments. 2. Develop Execution Plan: Develop execution plan to meet customer requirements, including make/buy decisions, use of OTS materials, development of software, integration with other vendors’ products and systems. This will include trade studies and project analysis. 3. Resource Planning: Assist in determining projected head count across multi-disciplinary engineering functions and work with program team to ensure adequate staffing. 4. Program Implementation: Act as Lead Systems Engineer on medium-to-large size programs. Participate and/or lead peer reviews, design reviews, etc. 5. Manage Subcontracts: Write Statement of Work and ensure clarity of requirements with subcontractors. Monitor technical performance, resolve issues, and ensure quality output. 6. Technical Leadership: Stay current with policy and organizational trends in DoD and provide assessments of the business impacts of changes and the development of new business opportunities. Provide assistance in the use of advanced technologies for programs as appropriate. 7. Future Opportunities: Maintain an awareness of opportunities with current customers. Recommend additional company capabilities to customers. Assist in the preparation of proposals, writing of white papers and assessment of requirements for targeted business opportunities.
PERFORMANCE EVALUATION: The success of the Lead C2 Systems Engineer in achieving the objectives described above will be measured by the following: ? Successfully serves as SME / Go-To person for technical solutions. ? Completes execution plan that supports efforts to meet customer requirements. ? Helps to keep programs on schedule with a high level of technical proficiency and assists in resource planning. ? Keeps subcontractors on track with technical performance. ? Engages successfully with the organization and execution teams. ? Helps capture targeted business opportunities through writing white papers, assessments, and proposals.
BACKGROUND AND EXPERIENCE: The ideal candidate will have the following education, work history, knowledge, and skills. Education: BS Degree in a technical field related to systems engineering is required. Desired Major(s) are Electrical Engineering, Computer Science, Computer Engineering, Industrial Engineering, Aeronautical/Astronautical Engineering. Advanced degree recommended. Experience, knowledge, and skills: Minimum 10 years in Systems Engineering field, preferably within DoD programs. Ideal candidate exhibits multi-disciplinary expertise (breadth across knowledge areas), with a wide background including: ? Detailed technical knowledge and background in tactical C2, RF Communications, tactical data links, range instrumentation and threat systems integration. ? Knowledgeable in current technologies associated with the domains above. ? Familiar with open-air simulators and simulations used to support Test & Evaluation and Training at ranges such as Pacific Alaska Range Complex (PARC), Fallon Naval Air Station (NAS), White Sands Missile Range (WSMR), China Lake, and Nellis AFB. ? Experience in integrating systems based around COTS technical solutions. ? Experience in leading multi-discipline engineering teams. ? Capable of deriving and proposing technical solutions based on vague system requirements. ? Applies Engineering and Organizational knowledge and expertise to achieve technical goals. ? Leads Technical Peer Reviews. ? Technical understanding of Technical Performance Measures (TPMs). ? Provides mentorship to less experienced engineers. ? Breaks down barriers to progress and motivates less experienced members of the team to action. ? Expert in all group processes and is an advocate of Continual Process Improvement. ? Excellent written, oral, and presentation communication skills
