Instructional Systems Designer

General Dynamics C4 Systems performs training and simulation systems and software design, development, integration, fielding and support for civil and military based training systems. Additionally, General Dynamics develops and maintains COTS software products designed to provide rapid development and deployment of simulation based training systems. These COTS software tools include simulation networking, visualization, management and analysis capabilities utilizing standard High Level Architecture (HLA) and Distributed Interactive Simulation (DIS) simulation protocols.

Responsible for the development and delivery of high-quality, comprehensive training products and services for GDC4S government and commercial customers and end users.

Proficient with the Instructional Systems Design (ISD) process as it relates to New Equipment Training, Classroom Instruction, Computer Based Training, Advanced Distributed Learning, and Interactive Multimedia Instruction development.

Responsibilities include conduct of assessments for determined training, accurately identify target audiences, validate and develop training materials including course objectives, learning objectives, curriculum outlines, and evaluate methodologies and program delivery; formulate development and instructional strategy in conformance with selected/recommended training methods and media; communicate clear understanding of customer needs and overall product acceptability; contribute to development focus, structure, clarity, conciseness, and interactive strategy; coordinate with development team members to produce individual lessons; and assist with general administrative functions. Develop standards and criteria of curriculum design and evaluation.

Specific areas of responsibility for the Instructional Systems Designer will include:

Customer Intimacy from training management perspective:
• Works with Customers in support of Program Management and Project Leads
• Supports Training Section Manager and Training Strategist

Project Execution:
• Overall responsibility for the training aspects of multiple projects or technical domains, to include the acquisition of critical resources and personnel
• Directs, coordinates, and exercises functional authority for planning, organization, control, integration, and completion of training efforts within area of responsibility

Provides Leadership in:
• Defining “Technology” strategy across multiple projects or technical domains
• Ensuring “Creativity” within teams by maximizing the utilization of available resources
• Ensuring “Risk” is managed by all engineering teams
• Taking “Accountability and Ownership” for technical and organizational issues within the teams by initiating the resolution process where applicable

Master's degree in Instructional Development, Education, or Information Technology. 10-15 Years of military training experience. Doctorate of Education preferred.

Experience with adult learning and an enthusiasm for instructional development are essential requirements for this position. Experience working with nominal supervision as part of an integrated and dispersed team, exercise strong verbal communication and presentation skills along with excellent organizational skills, communicate effectively with multiple audiences and internal functional departments to include engineering, program management, contract management, and modeling and simulation.

Experienced at establishing and implementing techniques and procedures for web-enabled, interactive multi-media hardware and software operation, assist in developing hardware and software configuration management procedures used in various training products/programs. Ensure less experienced team members are mentored and effectively encourage trades across technical, contract, and program domains of a project.

Implements the organizational learning solutions needs in accordance with the requirements of multiple projects or technical domains. Effectively encourages technical trading of information across multiple projects or technical domains. Ensures teams are maximizing the utilization of available resources. Ensures that all Learning Solutions teams are active in managing their respective risk profiles. Accountable for technical and organizational issues within the teams managed. Initiates the resolution process. Some contact with customers, project leaders and technical leaders. Regular contact with Training Section Manager and all other personnel in area of responsibility. Some contact with business unit management.

Ability to work with minimal supervision as part of an integrated team. Communicates and interacts effectively with multiple audiences and internal functional departments to include business unit management, program management, engineering, contract management, modeling and simulation, training, and visual multi-media. Demonstrated experience with team leadership, group coordination, business development, and project management is required. Experience and collaboration with external teams is required. Experience with technical and cost proposal development, subcontractor SOW development, making customer and management presentations, leading IPT meetings, and performing program status activities is required. Must be able to communicate effectively in both oral and written communications.

Candidate must be familiar with typical Learning Solutions development activities. Candidate must have experience leading, mentoring, and motivating technical staff and bridging communications across a team. Individual must show history and interest in engaging in continuous learning. Individual should have a knowledge of the Systems Approach to Training/Instructional Systems Design (SAT/ISD) methodologies and processes. Candidate must have experience in management of supportability teams and courseware development teams across multiple programs, with special emphasis in design influence, requirements analysis, and Front End, Job, and Task analyses. Recent experience with Interactive Multimedia Instruction is required. Experience with simulation-based distributed training and collaborative training across networked system architectures is highly desirable. Thorough knowledge of desktop applications and operating systems to include MS Office products and Windows XP.

Knowledge and implementation of Miltary standards such as SCORM 2004, S1000D, and Section 508.

Working knowledge of Department of Defense (DoD) Objective Force requirements and Training Acquisition processes is beneficial. Familiarity with state-of-the-art Advanced Distributed Learning (ADL) and e-Learning requirements is desired

Other experience desired: Prior military service in a training or technical position related to the development of IMI products and familiarity with the Army's TRADOC
training development methodologies. Secret level U.S. DoD security clearance is required. TS level U.S. DoD security clearance is desirable.

Must be able to travel 20% of the time.

Secret level U.S. DoD security clearance, and U.S. Citizenship is required.
