We design and develop systems and software for a wide range of global missions including: battle command; intelligence, surveillance and reconnaissance; airspace management; crisis and emergency management; peace keeping and contingency operations; drug intervention, and public safety.

The I&T IPT Test Coordinator leads the I&T efforts, and work with other organizations, to characterize C2BMC performance in multi-system BMD System (BMDS) tests; external organizations with which the IPT Test Coordinator generally interacts includes other NTB IPTs, NTBs government customer (MDA personnel, Event Test Managers, Test Campaign Managers, and support staff), the MDA Test Community (including the MDA Test Organization (DT) and the test arms of other BMDS elements), the Operational Test Agency teams working on BMDS. The I&T IPT Test Coordinator uses System Engineering processes to lead a small team of NTB technical test personnel and is responsible for the following: test event planning and plan documentation; development of detailed test procedures; oversight of test resource integration; test execution; near-real-time analysis of observed performance; oversight of in-depth analysis of test results; and, reporting of test results orally and in writing to a variety of audiences.
Responsibilities include. But are not limited to, development of plans to test software-intensive system in various multi-system venues (hardware-in-the-loop tests; flight tests; human-in-the-loop exercises); plans must include/address test methodology, detailed test procedures, identification and integration of test resources, data collection, trans/post-test analysis of results. Test execution in accordance with test plans in a variety of venues; near-real-time quantitative/qualitative analysis of test results during and immediately after test execution; interpretation of test results and communication of resulting information to testers, non-testers, and senior program leadership; documentation of test, to include architecture, problems/lessons learned, and results versus objectives.

Responsibilities as part of interacting with non-I&T organizations include, but are not limited to, the following for each event: working with other NTB OPRs to ensure testability of C2BMC test objectives and the C2BMC components of test architectures; working with the Event Test Manager to represent C2BMC in MDA/DT event planning and test execution; ensuring proper C2BMC participation in Joint Analysis Teams, Data Analysis Groups, and other similar trans-/post event efforts; contributing to MDA/DT reporting of BMDS test results. The TD contributes to long-range test campaign planning as required. Some travel to test locations, and some non-standard work hours are likely.

BS Degree in a technical field + 12 years of demonstrated experience in software and system integration and test planning and execution. Advanced Degree recommended. The candidate will possess 5-10 years experience in a related engineering environment, with good experience and expertise in systems-of-systems definition and integration. The knowledge of one or more of the following C2BMC functions a plus: situation awareness; track forwarding/dissemination; sensor management; engagement coordination/battle management; communications. The candidate must have familiarity with DoD System Engineering processes as they apply to system testing, to include software test methodologies and terminology along with associated test tools; familiarity with testing of Missile Defense Agency elements/component is highly desirable. The candidate must have: developed software/hardware system test plans alone and/or as part of a small team, using overall and event-specific program objectives, functional/performance requirements, and planned technical capabilities; Project leadership experience; executed planned test procedures, using GUIs and Unix/Windows commands; evaluated/analyzed test results in order to characterize system performance; presented test results orally and/or in written format. Candidate must have: excellent written and verbal communication skills; ability to work effectively and cooperatively with people within and external to the program in which he/she is working; proficiency in Microsoft Office applications; ability to execute commands and write test execution/analysis scripts in Unix and other languages. Experience with any of the following is a plus: operational ballistic missile defense (BMD) systems (e.g., Aegis, Patriot); developmental BMD systems (e.g., GMD, THAAD); operational message formats (e.g., XML, TADIL-J) and associated log files.

Experience with DOORS, ClearCase, ClearQuest toolsets a preferred. Ability to use scripting languages (e.g., Java, Perl, C++) to create analysis tools. Excellent communications skills (written and oral). Able to communicate effectively and clearly present technical approaches and findings. Must be able to travel up to 20%. A DoD Secret Clearance is required.

Must be able to travel 20% of the time.

Secret level U.S. DoD security clearance, and U.S. Citizenship is required.

Interface

Frequent contact with business development functions.
Very knowledgeable of technical capabilities of others within the department and able to form and lead them in a team environment.
