This position is for the Program Manager based at the Misty Water primary customer location in the national capital region (NCR) reporting to the Trusted Technologies Business Manager within GDC4S in San Antonio, TX, through the Misty Water Program Manager, currently based in Scottsdale AZ.
The Program Manager will be responsible for the overall management of personnel and tasks performed under the contract and shall be the point-of-contact for overall contract issues. On the first day assigned to the site, the selected candidate will immediately assume responsibility for ensuring that practical and effective systems are developed to meet the contract requirements. The Program Manager shall also be responsible for ensuring the quality and timeliness of the work performed resulting in overall process improvements that result in cost effectiveness and savings for the Government. The Program Manager is responsible for the execution of the program, customer satisfaction, leadership, and the total program performance at the customer site. The Program Manager is also the senior Customer and User first point of contact to help them achieve success in their program goals.
As the Program Manager, you will prepare, update, and maintain comprehensive business plans, analysis of the market opportunities for current programs as well as new adjacent markets. You will develop, manage, and execute business strategies that leverage current and future DOD programs, and apply GD and suppliers current capabilities and roadmaps that allow GDC4S to compete and win on future business. As the Program Manager, you lead the site program team to meet the financial and business growth goals of the organization. This is accomplished by influencing all parts of the internal organization and the customer. In addition, you must be able to develop the business visions and strategies that align with the division and GDC4S overall strategies and be able to convey the approach to the business team to ensure all parties, such as, Engineering, Business Development and other divisions and groups of GDC4S understand and support the approach.
Moreover, in this role you will also identify teammates and subcontractors for program elements and established partnerships with those subcontractors. As the Program Manager, you must be able to manage all the stakeholders and communicate a consistent message that favorably influences our customer’s acquisition strategies as appropriate to meet the company’s business goals. In this position, you will lead customer negotiations, including contract change negotiations, and be able to negotiate win-win solutions. In addition, you will be responsible to identify scope changes and develop program positions for cost and schedule adjustments and must balance program plans, risks, and opportunities with executable strategies to meet cost, schedule, and technical requirements of the program.
A qualified candidate must also demonstrate favorable results in Program Management, in a leadership capacity within a Department of Defense (DOD) related industry or DOD acquisition executive.
Education and Experience Bachelor’s degree or equivalent is required. In addition, a minimum of 9 years of experience, and demonstrated results, in leading development or production efforts is required. A minimum of 12 years of directly related experience is preferred. Experience leading proposals is required. Any combination of education and experience can be considered commensurate. Formal project management training required and a PMI certification is preferred
Must be able to travel 20% of the time.

This position requires in-depth knowledge of advanced project/program management techniques and requires familiarity with federal acquisition regulations. Must have past proven experience building an industry team to propose and execute DOD programs within Special Access Required /Programs (SAP/SAR) and an in-depth knowledge and understanding of intelligence community use of TNE products and networks is preferred. A past proven ability to lead programs to meet current and long-term business strategies, ensuring execution of all phases of multiple simultaneous programs throughout the lifecycle from proposal, development, production, logistics and lifecycle sustainment is required.
Proven knowledge, skills and abilities are required in: • Excellent communication skills required to achieve real results through the influencing of others and negotiate win-win solutions • Detailed understanding of the intelligence and operations community TNE markets and ability to influence key decision makers • Strategic thinking • Leading effective program execution and change management • Building and sustaining relationships with all levels and domains of a matrix organization • Sound business judgment with the ability to grasp complex business and technical concepts rapidly • Previous successful leadership experience in leading transformational change, people, process and technology within a functional organization • Analytical thinking skills with the ability to apply a balanced understanding of all business elements to the program. • Utilization of program and divisional resources and skills through effective planning and leadership in the program matrix organization. • Leadership and the performance management of a large diverse and complex workforce • Hiring and retaining key talent and the ability to optimize organizations for effective and efficient performance is required. A minimum of 5 years government contracts management and 10 years of Program Management experience. Applicant must have an “active” TS/SCI clearance. Applicant must be a US Citizen. Applicant must be Project Management Professional (PMP) certified with prior experience managing operational government IT contracts. Applicant must be able to meet specific SAP/SAR eligibility requirements. Consent to a Counter-Intelligence polygraph will be required
