Job Description General Dynamics C4 Systems in Arlington, Virginia requires a Chief Technologist to assess customer needs, provide problem space ideation; architect, develop and deliver critical software and hardware system solutions for its customers in several key areas including; Web Based Architectures, Command and Control; battle command; intelligence, surveillance and reconnaissance systems, This requisition is targeted at hiring software centric systems engineering leadership for the Arington, VA engineering group.

Must have demonstrated ability in market assessment and customer needs, has created system solutions and brought to production developments that use COTS standard and non-standard web based systems and data interface technologies provide these solutions. Highly desirable are demonstrated results that allow communication over a wide variety of devices and also posse’s database skills and being able to understand data models and structure. Technology solutions includes: Web Services knowledge and expertise (HTML, CSS, JavaScript, XML and related AJAX technologies), Coding Styles of C#, .NET, Mono, jQuery and JavaScript, Databases (MySQL and Postgres to make calls for data queries, joins, inputs, deletions, etc), Transport Layers and how to pass data under harsh environments.

The position is for a senior technical leader with strong software and systems skills with experience executing Government Research and Development Projects and experience transitioning Research programs to production. Candidate shall have expertise in commercial web technologies, software and user subsystems to lead the design, development and evaluation of command and control systems in Company and below operational environments. Projects will cover a broad range of systems/components, analog and digital electronic systems, communications systems, machine control systems, navigations systems, power management, simulation, prognostics and test. Efforts involve task leadership, technical strategy, operational concept development, system architecture definition, requirements analysis, trade studies, design, implementation, and integration and test activities to produce cutting edge discriminating technologies for Company level assets. Working with customers, users, subcontractors and project teams to define, analyze and meet customer needs in a rapid and exciting development environment where collaboration is key. Develop concept of operation and user interface for user applications. Develop draft system architectures and creative utilization of computing to improve the user experience, safety, and mission performance. Conduct benchmarking and performance evaluation activities. Research commercial cutting edge technologies and applications to develop advanced state-of-the-art military solutions. Technical Oversight: Provide strong technical direction by guiding the architecture definition, design/development, and deployment and/or sustainment activities across projects. Ensure excellence in program execution by overseeing risk management activities and project technical, performance and cost metrics. Key domain experience with systems architectural vision to help create a Net Centric common framework that is integrated with C4S Networking capabilities. Solid understanding of Tactical Enterprise Networks and how to create solutions to grow this market area. Understands, evaluates and guides the technical focus of multiple projects or technical domains including Internal Research and Development and stays current on emerging technologies and integrates with GD processes and technologies. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. This position requires outstanding leadership, interpersonal, organizational, communication, management and administrative skills along with a wide technical base
The duties include: proposal preparation, white papers, technical planning, requirements analysis, trade studies, cost and risk, and supportability analyses to convert customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Other duties include team leadership and participation in the management of cross-functional team resources. The ability to work within a formal development process, a desire to work with new technologies and the ability to lead communication system development projects is required.

BS Degree in computer science, software engineering or equivalent experience is required, as well as demonstrated mastery of practical engineering application that is typically acquired in ten or more years of directly related experience. Keeps abreast of technology trends. Identifies technical interests and aligns training plans with interests. Takes initiative in proposing ideas, soliciting input, and optimizing solutions. Awareness of business objectives and role in achieving. Working knowledge of military command and control operational concepts required. Willingly considers new ideas and perspectives. Identifies alternatives in the midst of barriers to progress. Has demonstrated strengths and experience in the following areas: object oriented software development, application, adaptation, and augmentation of Commercial Off The Shelf (COTS) products to meet Government system requirements; network, and radio equipment, including US military communications and/or commercial waveforms and air interfaces; network modeling; network availability modeling. Experience working in large teams, interacting with multiple functional areas (systems, software, testing, support, documentation, logistics, etc) and working on a geographically distributed team is desired. Must possess excellent communication skills and be capable of presenting technical concepts in easy to understand terms to large audiences. Experienced in the use of C#, AJAX, Relational Database development and MS Windows development. Experience with Windows Administration, Multi-threaded applications, sockets – TCP/IP, OO Javascript, GIS, distributed systems, cross-browser development, Flash a plus. Understanding of service oriented/based architectures, OO design/programming is a plus. Experienced using Telelogic's DOORs, the Rational tools Requisite Pro, Rhapsody, Subversion, ClearCase and ClearQuest a plus.

Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems

Performs analysis at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal

Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints

Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications

Applies the appropriate standards, processes, procedures, and tools throughout the system development life cycle to support the generation of technical engineering products

Supervises or manages lower level employees

Leads technical tasks for large teams or projects

Participates in development of technical strategies and teaming strategies across most projects within a business unit

Leads large technical projects

Exercises considerable latitude in determining technical objectives of assignments

Guides the successful completion of major programs and projects

Identifies and leads the execution of risk mitigation strategies

Works on highly advanced applications that may result in new business for the company

Develops information which may form newly developed concepts, theories and products

Education and Experience
Bachelor’s degree in software engineering, a related technical field, or the equivalent experience is required. Advanced degree preferred. In addition, a minimum of 15 years of relevant experience is required, 20 years of relevant experience preferred.

Must be able to travel 20% of the time.

Secret level U.S. DoD security clearance, and U.S. Citizenship is required.

Interface
Frequent contact with all levels across the entire company

Serves as consultant to senior management and customers on long-range company planning

May serve as company technical spokesperson
