THIS POSITION IS AN IMMEDIATE OPENING IN KILGORE, TEXAS

Responsible for managing Integrated Logistics Support (ILS), sustainment, and support programs for ground based SATCOM systems. These programs may include a wide variety or mixture of technical requirements to include ILS products, logistics services, systems engineering and development, and/or civil engineering and construction. Responsibilities also include the development of ILS deliverables as required by the program. This position includes the planning, development, implementation, overseeing, and control of logistics and technical activities for assigned programs. Additionally is the working interface with intra- and inter-department personnel, system developers and engineers, company management, business partners and teammates, inter-company organizations, subcontractors, and external customers on matters regarding the assigned programs.

Essential Functions:
• Provide leadership and direction on assigned programs.
• Develop strategies, proposals, task execution plans, schedules, budgets, risk registers, and program plans from customer requirements documents and management direction.
• Provide or obtain guidance as an ILS Subject Matter Expert (SME) in the areas of: Operation and Support (O&S) Costs/Life Cycle Costs (LCC), Reliability, Availability, Maintainability, System Safety, Human Factors, Design for Supportability, Maintenance Analysis and Planning, Supply Support and Provisioning, Support Equipment, Technical Publications and Data, Training and Training Support, Manpower and Personnel, Facilities and Infrastructure, Packaging, Handling, Storage, and Transportation (PHS&T), Computer Resources, Field Services, Depot Support, Item Unique Identification (IUID), Diminishing Manufacturing Sources and Material Shortages (DMSMS), and Sustaining Engineering.
• Communicate to and influence program team members, engineers, manufacturing staff, logistics support staff, and others as needed with respect to logistics and program requirements.
• Develop and update reports and logistics deliverables to assure timely delivery in accordance with program requirements.
• Assure that all program data requirements, hardware, software, and services are delivered on time in accordance with program requirements.
• Coordinate and communicate with internal staff, program team members, and customer regarding program issues.
• Internalize, develop, and own program requirements.
• Manage programs to successful completion within cost and schedule objectives.
• Lead or participate in program forums such as Design Reviews, Program Reviews, In-Process Reviews, Integrated Product Teams, etc.
• Maintain up-to-date knowledge and competency of methods, techniques, and initiatives for: Life Cycle Logistics, Acquisition Logistics, Integrated Product Support, Performance Based Logistics, Condition Based Maintenance, Program Management, and Cost and Schedule Controls.
• Travel as required to present or participate in program meetings, and provide technical and management presentations.
• Program management, problem solving, and negotiations skills.
• Write procedures, document processes, and develop specifications.
• Provide other related duties as assigned by management.

• Provide logistical assistance to program as required.
• Assist PM’s, PE’s, etc., as required.
• Computer programming.
• Cross-train as necessary to equip co-workers and subordinates.

• Ability to negotiate and work with people to achieve program goals.
• Accountable for technical compliance of proposals, components, work packages.
• Ability to make decisions that minimize costs.
• Possess good management skills, be highly productive, reliable, and dependable.
• Protect company corporate proprietary information.

This position is with General Dynamics SATCOM Technologies, which is a wholly owned subsidiary of General Dynamics Government Systems, Inc., but which operationally reports into General Dynamics C4 Systems, Inc. Experience and Education
• Bachelor’s degree in Engineering, Management, or equivalent experience.
• Supervisory or management experience over ILS personnel and programs.
• Five (5) years of Program Management and ILS experience on Department of Defense programs involving logistics elements for support and logistics planning including establishment of maintenance and material management systems and equipment provisioning.
• Demonstrated knowledge of principal elements of ILS programs for Department of Defense acquisitions, support, and sustainment; including deliverables, timing, responsibilities, and interrelationships of program elements.

Knowledge, Skills, and Abilities
• Management ability.
• Understanding of ground based SATCOM systems, WSOC experience desired.
• Familiar with SATCOM development and life cycle sustainment.
• Understanding of mechanical, electrical, and RF systems.
• Clear and concise technical writing skills.
• Excellent computer skills.
• Excellent communication skills.
• Handle multiple tasks.

• Network PC/Laptop Computer
• Metrology equipment and test equipment
• Software: Microsoft Office Applications, Microsoft Project, Microsoft Visio, AutoCad/SolidWorks, Jobscope, various engineering programs, company databases, internet applications, and specialized training software as required.
