Responsible for management and contract performance of a group of programs that comprise a business area. Directs proposal preparation, negotiations and all aspects of conducting a program. Establishes, implements and achieves overall program business objectives and develops strategies to achieve bookings sales and profit objectives. Provides overall leadership to proposal team to assure that proposals are compliant, responsive and provide a proper base for successful negotiations and program performance. Manages negotiations, conducts programs and interfaces with customers in accordance with business objectives, strategy, laws, regulations, contract terms and General Dynamics policy. Provides overall leadership and direction to the program team to meet business objectives. Ensures that General Dynamics intellectual property is properly protected by appropriate contract clauses. • Ensures management receives adequate and timely forecasts of program financial and other resource requirements such as test equipment, facilities, personnel, technology, proposal funds and precontractual funds. Ensures that functional departments commit appropriate program resource requirements. Determines that contributing departments commit to program resource requirements, i.e., capital, manpower, facilities and technology. • Analyzes program status and initiates timely corrective actions. Reports to management detailed program performance and compliance status. Reports problems and corrective actions and the impacts to program baseline. Actively solicits follow-on business by making timely presentations, maintaining close customer contact and tracking customer requirements. Prepares and approves internal work authorizations and coordinates the transitions of business opportunities from marketing to program management. Involves complex interrelationships of multiple disciplines of functional organizations, customer wants, contracts specifics, Division and Company objectives and available resources. Responsible for the acquisition and training of a staff of professional personnel assigned to acquire and execute development and production programs. Required to bring mature engineering/business judgment and discipline to Program Management. Involves complex interrelationships of multiple disciplines of functional organizations, customer wants, contracts specifics, Division and Company objectives and available resources. Skills in dealing with an increased complexity of issues both internal and external. Communicate effectively and foster internal support. Understanding of Terms &Conditions as they pertain to a less-defined scope. Expertise in Risk avoidance.
Technical Bachelors degree (required) and MBA (desirable). Candidate will have 10+ years experience managing large DoD development contracts. Specific knowledge of DoD procurement process and knowledge of Science and Technology programs preferred. Requires knowledge of project/program management techniques, including earned value. Requires familiarity with government policies, procedures and regulations. Excellent analytical skills with an ability to apply a balanced understanding of all business elements. Excellent communication skills including negotiation and leadership skills. Efficient utilization of resources and skills through effective planning and leadership in the program matrix organization. Requires clear strategic and detailed thinking. Requires intimate knowledge of business plans, strategies, technology skills, competition and access to government classified material and data. Applicant must be capable of obtaining a US Security Clearance. Must be able to travel 20% of the time.
