This position as the Program Executive is for the Director/Program Manager reporting to the VP and GM, Battle Management Systems Division (BMSD) within GDC4S. As the Director and Program Executive, you are responsible for the profit and loss of the program, customer satisfaction, leadership, and the total program performance. As the Director, you are the senior Customer and User first point of contact to deliver the upgraded capability of the USAF Airborne Operations Center (AOC) system. As the Director of the AOC Program, you will prepare, update, and maintain comprehensive business plans, analysis of the opportunities for the business as well as new adjacent opportunities. You will develop, manage, and execute business strategies that leverage current and future DOD and USAF technologies, and apply GD and suppliers' current capabilities and roadmaps that allow BMSD to compete and win on future USAF business. As the Director of AOC Program, you will lead the program team to meet the financial and business growth goals of the organization. This is accomplished by influencing all parts of the internal organization and the customer community to include Defense Department Program Executive Office staff (PEO staff, USAF Capabilities Manager, TCM, PMs, and other parallel program offices). In addition, you must be able to develop the business visions and strategies that align with the division and GDC4S overall strategies and be able to convey the approach to the business team to ensure all parties, such as, Engineering, Business Development and other divisions and groups of GDC4S understand and support the approach. In this role, you will identify teammates and subcontractors for program elements and established partnerships with those subcontractors. As the Director of the AOC Program, you must be able to manage all the stakeholders and communicate a consistent message that favorably influences our customer’s acquisition strategies as appropriate to meet the program’s and company's business goals. In this position, you will lead customer negotiations, including proposal development, contract change negotiations, and be able to negotiate win-win solutions. In addition, you will be responsible to identify scope changes and develop program positions for cost and schedule adjustments and must balance program plans, risks, and opportunities with executable strategies to meet cost, schedule, and technical requirements of the program. This position requires travel an average of 20% of the time. Top Secret level U.S. DoD security clearance is desired. Applicant must be a US Citizen.
Bachelor’s degree in Engineering or MS in Management is required, or equivalent. In addition, a minimum of 18 years experience and demonstrated favorable results in Program Executive Office (PEO) / Product / Proposal / Business Management, in a leadership capacity is required. A minimum of 20 years directly related experience as a Program Manager in a Department of Defense (DOD) related industry or equivalent experience. This position requires in-depth knowledge of advanced project/program management techniques and requires familiarity with federal acquisition regulations. Must have past proven experience building an industry team to propose and execute a significant DOD program and experience in influencing customer’s acquisition strategies to better align with industry capabilities and roadmaps. A past proven ability to lead large programs to meet current and long-term business strategies, ensuring execution of all phases of multiple simultaneous programs throughout the lifecycle from proposal, development, production, logistics and lifecycle sustainment is required. Develops new approaches to business unit budget development, to better position the business to compete and win on future business; Plans and schedules Advanced Development Programs or Major Subcontracts where the scope is not well defined and there is significant possibility for change on programs; Establishes and implements program and subcontractor plans that achieve overall current and long term objectives of the business unit and division, and meet program schedules; Implements hierarchical review structures to status work in process, monitor leading indicators, and develop work-around options within the given trade-space of programs/portfolios; Responsible for determining the tactical and strategic competitive approach; Leads effort to establish product, program, or proposal strategies that meet business goals; Ensures that program plans both enable future phases of programs, and position General Dynamics for work share, including logistics, training, and field support, in all program lifecycle phases.
Proven knowledge, skills and abilities are required in: Excellent communication skills at the Executive level are required to achieve real results through the influencing of others and negotiate win-win solutions; Detailed understanding of the DoD markets and ability to influence key decision makers; Strategic thinking; Leading effective program execution and change management; Building and sustaining relationships with all levels and domains of a matrix organization; DoD program management as well as cost and schedule control (Earned Value)’ Sound business judgment with the ability to grasp complex business and technical concepts rapidly; Previous successful leadership experience in leading transformational change, people, process and technology within a functional organization; Analytical thinking skills with the ability to apply a balanced understanding of all business elements to the program; Utilization of program and divisional resources and skills through effective planning and leadership in the program matrix organization; Leadership and the performance management of a large diverse and complex workforce; Develops strong cross-functional teams and a working environment that fosters professional growth for team members as well as good relationships with customers, government agencies, and suppliers; Hiring and retaining key talent and the ability to optimize organizations for effective and efficient performance is required.
Must be able to travel 20% of the time.
Secret level U.S. DoD security clearance, and U.S. Citizenship is required.
